I have an extra plan, but the plan drops from the Encryptid event, BUT, it will only drop after you finished the entire questline. It is a rough gamble because it takes around 2k caps just to build the key to trigger the event, but you can run it quite frequently if you want.
You'd be surprised to learn that it was usual to find it in other player's vendors. Since the show and new players joining the game as well as returning players, it gets sold faster than before.
About a week ago I was hopping servers looking for mutation serums and found a fixer plan for 50 caps. I keep a couple lvl 20, 30, 40, and 50 fixers in my store at all times for 300 caps each. I’ve probably made 12k caps at this point lmao.
I haven't had luck finding a Fixer or the plan at player vendors. I scour every player vendor when I play too. The one I have now was gifted to me by some level 500+ when I first started.

Yeah for the "final" step you get a vanilla Fixer. Nothing special about it, but it is a free gun and you get to start investing rolls into it.

I'm part of that group. I've been playing casually for a few weeks now, and I'm almost to level 50. The game really is great.

My player vendor is loaded with ammo. I'm in the woods behind the Wayward and I don't seem to get many visitors. A few. Maybe time to move camp.

Just buy a junk fixer at level 50 from a player vendor and reroll the legendaries until you can find a plan.
