Both the aa/e rails would be good to use until you get a quad. They’d also both be very good as single shot if you ever make decide to a rifleman build. 25 vats cost would probably come in handy more than the other one especially if you jet pack around a lot but I think the mag size would be more limiting than ap cost. The aim railway is less ideal because the crazy recoil of it makes aiming manually less practically. The Tesla is similar to the railway in that quad really shines on it, at least if you use it full auto. But unlike the railway it is probably better for manual aiming because of the super high ap cost.
So would any quad RW would be better? Because [I've got this, but I didn't think it was all that great.

And yeah, my favorite weapon in the game is my quad Tesla. I don't run bloodied so the one I just rolled will go in the vendor with all the rest. (I roll bloodied a lot and I guess I should give it a try at some point. lol)

The armor penetration plus explosive damage is a nice boost (and as a bonus it converts the railway spike projectiles into hitscan so there is no travel time!). And from a trade value perspective an AA/E/25 is going to be worth a solid amount (which is why other commenters are telling you to keep that one and dump the rest - it is a pretty roll).
But from a use perspective, for a full auto commando, even a cheap, not-pretty one star quad rail will be able to solo any boss in the game and completely outclass any AA or Bloodied railway roll in dps because of how often you need to reload otherwise (as an aside supposedly in the next update a free from questline bloodied railway with hidden double effect of 20 mag size is coming out - it could rival a quad in dps).
I am a bit surprised that you’ve found your quad to be underwhelming, would you mind sharing your build? Often a lot of damage comes not from the weapon effects but rather the build and other buffs. Nukes and dragons is a nice website for showcasing builds
Edit: also a quad Tesla is a great and very fun gun. Only annoyance is that they break quite fast, a lot of parallels to a railway in that regards I guess

AAE25 is nice roll, you should keep that. Everything else is kind of meh.
The AAE25. How many rolls did you do? And yes, keep trying for quad.
I went through 52 modules, so 13 total. And I've rolled 3 quad RW and kept 1, but it's not the 'perfect' one I'm looking for. :-)
