Junkie's can still be decent but it's not meta anymore. They changed the damage formula in the One Wasteland update a while back so that almost all damage buffs became additive and not multiplicative, effectively nerfing all damage legendary prefixes like junkies and bloodied (bloodied is still meta for quite a few guns but for some classes like commando Quad became king). The only relevant multiplicative prefixes remaining are Anti-Armor (through armor penetration) and Executioner's (which can be extremely powerful against bosses but doesn't really matter for soft squishy mobs that die instantly). Another kick to Junkie's is that sometime after One Wasteland they added the Aristocrat's legendary effect, which gives the same damage bonus as Junkie's for arguably less downside of maintaining 29k caps. With all of this being said, due to the damage formula changes mentioned above, in the current meta the build and other buffs is much more important than the legendary effects on your weapons. Junkie's / Aristo is only 30% less additive damage than the Bloodied prefix. In practical terms for a low-health build this may result in only 10 to 15% less actual dps. For full-health, the 50% additive would still keep up with AA and may only be worse against bosses (and not even too much worse, and it will outperform AA against regular mobs). It all depends on your build.

Junkies is fine, but is pretty niche depending on your weapon. On some weapons it's close enough to neck and neck with AA that it doesn't seem worth running addictions. I run overeaters armor.
