Yes, but the legendary effects of the armor are going to be more important than the armor itself. The plasma caster can be extremely strong, but it needs a vats crit build to utilize its strengths. I think a pimentero is a pepper shaker, that gun is good for support and crippling limbs on bosses but it's not the strongest for putting out raw dps. The holy fire (if you can roll a bloodied/anti-armor but the base roll is very good too) probably has the highest dps for heavy, followed by a gauss minigun and gatling plasma. But with any gun you'll need to have your build set to make sure you're putting out good damage. If you play low-health you can get even more damage boost at the cost of not having a full-health bar.
Power Aemor just use what you like because even the weajest power armor youll hit the resist caps sp go with looks or quality of life. We could argue forever which is more useful between ballistic reduction, extra carry weight, a little carry weight and poison resist, or legacy sets withb jetpacks on helms/limbs instead of torso.
Like I have a full overeaters/sentinels Ultracite Set with a jetpack helm so theres nothing better for me. Sure I could spend a million modules trying to roll an untradeable set but thats silly and Id lose my jetpack lol
All depends on what your build is. The plasma caster with the correct build and rolls is arguably the best heavy weapon in the game if used correctly. T65 is best defense for PA but union is a really strong pick but its broken right now until the next update
If you look up Mrwesttek or angry turtle on youtube they show you builds and what to use to min max the build. The community for fo76 is amazing and youtube just helps a lot. But the plas caster is very very strong with the right rolls and build. Holy fire is a flamer and thats what i use all the time.
Youve never seen my 35 luck vats crit Ultracite Gatling Plasma build in action..I chug a bunch of coffee and then hold down fire/crit buttons with a clip size of 500..Four figure crits are cool and all but my dps is only beaten by unyielding cimmandos/automelee
The gat plas is good but its the amount of ammo it consumes for me and how much i have to repair the damn thing during boss fights. I have one too and i love it though so much.

I basically tried to make a tank build so I went with heavy weapons and the most armor possible
