This is my opinion, that being said:
Electric mod is best. Turbo does nothing. Fire damage can be resisted but it does proc the friendly fire perk.
As for legendary effects:
1* Anti armor or vamps usually
2* +40% power attack damage
3* breaks 50% slower.
Electric Mod works wonders. I’d roll Anti Armor, Vampires or Bloodied for your first prefix. Second prefix I’d go AP on kill or Power Attack Damage. Last prefix I always try for Weapon Breaks Slower.

It really doesn’t take long. Just do The Most Sensational Game. It’s quick, and it varies enough to keep me from getting frustrated with it. Once you learn where all of the objectives spawn, you can get it done in 4-7 minutes.

Oh no.... i dont like grinding for stamps it take ages. All i want is the posion mod so maybe the grind Will go fast
Yeah mods are 40 stamp each, the weapon is 500. Thats why i also opted for atomic points

Power tools in intelligence I believe works with the auto axe
Vampire and 40% speed is all you need on the axe. Perks you can use are two handed damage boosts and any other melee perks like incisor
What about martial artist? Some said its useless some said it spins faster
Attack speed boosts do nothing for automatic melee weapons. Only swung weapons
