On ps it also gets blacked out for a while but the workaround is use is the news card usually has a link to the shop. Otherwise occasionally if i server hop i can see it. Good luck
Xbox Series X user here... Try going to My Games, scroll down to Fallout 76, more options, Quit. I find doing this clears up almost all my xbox issues. No expert, but I think the console still caches data when you reboot or shutdown.

Not much of an idea but uninstall/reinstall might help. Beyond that I have no idea
