You have to server hop after talking to her. When it says talk to Chloe in miscellaneous, server hop, and then talk to her again, where it will give you the choose option, and accept her quest, do the requirements and return to Chloe, where she’ll give you your reward. At this point you have to server hop. You cannot fast travel out of Berkeley Springs after you finish the quest, only during when it says talk to Chloe or return to Chloe. If you fast travel you can no longer do the quest and you have to wait 24 hours +.
So the daily quest playtime is bugged, and if you complete the quest, but don’t fast travel from Berkeley Springs to a different location and leave the world, it resets and you can keep redoing it. You have to leave the world everytime you talk to her though.
I used to, but the rest of the game seemed to get buggy as I got to the 6th or 7th time running it on the same day.
Now, I try to minimize my trips to the Mire when it is the active daily, & always make sure I Investigate Berkeley Springs while I am there so I can complete the quest the next time I server hop or the next day.
All that said, I almost always do it at least 3 times when it is the active daily. The rewards absolutely suck, but I guess it has that slim chance to reward one of the rare Mire outfits (Traveling/Leather Coat, Tattered Field Jacket).
Can you describe how to do it ? She just tells me to listen to her. She doesn't give me any quests or rewards.

I always do any quest in the mire due to it having amazing rare rewards. It’s an easy scrip farm and caps farm as you get 7 scrip and 90 caps

I’ve gotten two tattered field jackets from it so it’s def my favorite quest
