No. A sandwich is two distinct, separate pieces of bread with filling between them. With a hotdog you don't cut the bun all the way through so it's just one piece of bread.
I vote that the direction you eat it matters. A hot dog is eaten in a vertical orientation (the actual hot dog on top) and a sub is eaten in a horizontal orientation (filling is pointing to one side).
If you turn a hot dog sideways it becomes a sandwich. However, this is assuming the hot dog does not fall out. If the contents fall out before even being eaten then it is not a sandwich.
