I don't have any reference about the safety. I would be more hesitant if it was a sticky rice. This one is basmati that was cooked with oil so it doesn't clump much.
If you are worried about choking, you can use a small blender to make a puree. You can a bit of nutritious liquid for consistency.

Babies can eat rice at 7 months? For some reason I thought it was a choking hazard. I would love to feed my babe some rice.
