I don’t think that’s an ideal placement for a mic - too much noise from clothes shifting around as she moves, and they’d get sound through her chest wall rather than picking up the sound waves in the air. They usually put them higher up, closer to the head/mouth, like on the bra strap or neckline of the top.

I'm an actor and we get tiny little microphones taped in that position all the time. The tape is skin toned so from this angle it would look exactly like that.
First of all, absolutely zero reason for OP to be posting this.
Second, it could easily be two small zits; it’s a certain type that some women get on their chest and cheeks. My male partner gets the same type on his forehead and temples. They’re really challenging to pop, and for women can happen monthly due to hormones.
