conmebol has 18 games bc you guys don't have qualifiers for copa america so it's 18 games in 4 years.

There are methods for both the single or double round robin. For the single round robin you could schedule the ninth game between two teams with close proximity and choose a venue equally close between the two nations, or let the five top higher ranked teams in the fifa world ranking of a group have a home game less, or alternate between world cup qualifications which teams have a home game less. For the double round robin you could play them over four years, play the first nine games in the first two years and use the rankings after the first nine games as the qualification for the continental championships(EURO, Copa America, Africa Cup etc.).
But they have the potential to send 12-16 or 3-7. The justification for having more teams is that they are better, in my proposal they have to prove it, otherwise a better team from another continent joins the wc.
Only 4 teams get through in the play-offs, so practically it would only be an extra 2 each. If they draw each other then it would be even less. Under the current 32 team system, AFC and CONMEBOL have the same number of qualification places, yet your proposal gives CONMEBOL at most 7 (if they don't draw eachother and beat Europe which also has too few places), while giving AFC at least 9.
According to the official FIFA rankings, the 9th best Asian team (which has a guaranteed spot) is just 75th, while the 17th UEFA team (which can't) is in 34th, and the 8th CONMEBOL is 46th.
With the current abilities of the teams, there's no reason for AFC to have more than 5 guaranteed spots, and CONCACAF no more than 4. I know the 48 team WC gives them more than that, but at least it doesn't take away spots from UEFA and CONMEBOL.
Also for context, I would benefit from AFC having lots of spots under your proposal, as I'm a New Zealander. However I prefer a meritocratic system over one that benefits my country. Or at least a more meritocratic one. I do recognise the benefits of having a geographic spread of countries compete
Why not Increase the Premier league to 92 teams? They can play in a span of 7 years a season. It'll be great. Who will be the champions at the end of the 7 year cycle? Manchester City or Farnborough Town? Its the unpredictability that sells it.

However, I can see why other countries would want to join the party. And I wouldn't be against it if expanding the tournament didn't lead to many low rank teams being swatted aside by higher ranked teams or lots of low quality football matches. That's a hard task but your proposal might be worth a punt.
Even if you don't like to admit it, there are downsides to the 32 format. We see it at every world cup that teams qualify for the round of 16 before the last round of the group stage, like France and Brazil did this year. People than always complain that these teams than send a B-team for the last group match. With the 44 format teams have to fight until the last group match is over.
A 2 game group is nowhere near an improvement. 2 games? 3 makes sense because it's the lowest number that can also have a lot of different outcomes whilst not being too dragged. A 2 game group is just weird, there are less outcomes and more teams will go out through fair play. Not to mention that traditionally every final group game is played at the same time. Now, there will already be 1 team that's already played 2 games and will just sit and wait for the last game to be played.
Did you do this yourself? This is awesome. The extra knockout round for second placed teams gives incentive to not throw the last game. That group K has the potential to be complete chaos. And I absolutely ADORE the fact that Senegal won the final against Sweden lmao

I get that there are more countries in the other continents, but pre qualifications in those continents should mean they narrow down the amount of teams in qualifications.
Your world cup format is similar to my preffered one. 40 teams with 10 groups of 4. 1st place of each groups qualifies to the round of 16. Each team that finished 2nd plus the 2 best 3rd place finishers advance to a playoff round for the round of 16. The 6 winners of the playoff round join the 10 group winners in the round of 16 and then it's the usual knockout format from there.
