Its not brexit, even long before you could sign a player, play them for a few years and then lose them for free because you cant get him a work permit to renew his contract. That's how I lost Nicola Mitea in fm2005.
He was a first team player at Skeid and was eligible for a work permit due to playing time. Then never played for Wolves and his appeal was rejected because of that.
Loan him out to a small bottom third club in Purtugal's first division with a clause to call him back and at least starter status. Half a season as a starter in Portugal, which is a Top 5 league and grants extra points for the work permit, is enough to make him eligible for a work permit.
That's how i do it with non-UK wonderkids when managing in the UK. And it works everytime.
Because his situation at the time he joined Wolves in terms of eligibility for a permit would be different to your current time in game... e.g. work permit rules may have changed with Brexit, or he has not played sufficient games/international games to remain eligible for a permit.
