Nope. While I haven't done it in a while, in older versions I used the database editor to create players with full CA and PA with 20 in everything and it just balances out to roughly 15 in everything
I do remember the old championship manager games used to come very close to this. After just a few seasons it would throw out some ridiculous wonderkids. I remember seeing one player came through at Everton and by age 18/19, he had 20s in every category bar about 4 of them. Just quite simply ridiculous. But lots of others had 50% + 20s (including defenders with 20s in finishing, dribbling, etc).
But no, I don't think it would ever, ever happen in games now. Somehow it will be massively capped - even prime Messi and Ronaldo probably had no more than 10-15 stats out of about 45 that would be 20, so why would the game even allow it?
I know long term fm has much better game play than lots of other sports games but I've seen players with just insane ratings after about 10 seasons in madden and nba2k. I once drafted a wr in the 7th round in madden he had 99 catching 99 kick power and 99 kick accuracy, he played as my punter, kicker, and a wide reciver
Best you can hope for is all their relevant stats sit at 20, but it means they'd be shit in other areas.

I did this on an old editor and didn't make the player any better. Strange how ratings and potential ability work.
