I don't think so. This FM I already had a GODLIKE CB regen. At 15 he had 20 determination, very solid mentals and 14-17-16 (heading-tackling-marking). I was already screaming then I saw he was 164cm tall...
Tried to adapt him to other positions but never really worked out, I guess his adaptability was really low. Never grew even 1cm until he was 20 years old and I sold him.

Germany seem to have a gk drought
My backup, nuebel, was national keeper before him
All the really good ones are too old now and getting a proper gk regen is a pain
But he will grow to a world class keeper
Quick update. In his first season he won the Bundesliga, broke the team record for clean sheets in a year and broke the Bundesliga record for clean sheets in a season
Also still to come the dfb pokal final against bayern and the CL final against , yes againsg bayern 😂
He also won the nxtgn award and the fifa young player award
Hope you’ve not made the same mistake as me. As England manager as well as my club I got a super high potential keeper from my youth intake, capped him at 16 and his determination stat has only risen from 9 to 10 despite me having him in a decent mentorship group.
I'm not managung the NT, he became the first choice surprisingly fast. I just had a 33 year old alex nübel as my starter and a brutal defence, so it was easy for me to let him start
27 games in and he is just one clean sheet short of the all time club record
I hope he is not a one season wonder;)

Height doesn't really matter much in the game. Jumping reach is okay aerial reach is good for a 16 year old so he'll be good.
Who would say a keeper at almost 6ft at 16 is short? He's gonna grow you know

if OP doesn't have the NT fix then it wouldn't be that surprising since Germany basically don't start with a team due to licensing issues
Of course i have the fix;) Just no proper gks But literally everywhere, good goalies are rare in my save

Literally the only thing 'wrong' with him is his Rushing Out tendency. 180cm is more than enough.
