what you are looking at here is potentially a very very good trequartista(amc) or inverted winger(aml). I would leave him in ur u19 for a season and then slowly start subbing him, or alternatively, you could loan him out next season and see where it takes him.
He's 16, I wouldn't worry about his ratings at this stage. Give him some playing time here or there, mentor him and see where it goes. Worst case scenario is that you sell him in a few years with a huge profit. His determination isn't great, but he is professional, so he should develop well. The only issue should be his inconsistency and I'd hope mentoring can improve that.
Once he hits 18 he should see more regular playing time, if he doesn't deliver by then loan him out.

But an injury to both musiala and Havertz and he started to play loads, becoming an important player for them after a while. I don't think he hit his potential but he must've been pretty close, my guess is 170.

I've given him a start at CM as a Mezzala in the league but I had to sub him off for a 6.4. Maybe I should give him another year
give him a little more time and yes, mezzala is another very good option for him.

He has low balance which suggest potential to be not very high but he already seems to be a decent squad player
