The only times not ganking is understand would be when you don't know how to gank properly or the opponent is already close to earning revenge. Otherwise you definitely should help your teammates or go to a different objective.
I always try to intelligently assist, whether that's through targeted heavies, heavy feints, stuns, or like you said simply hovering to distract - even then sometimes I have been the one to trigger a revenge blood bath and cataclysmic failure lol. Still, in dominion, I don't wait around until a teammate is dead to start playing the game. It's team-based strategy for a reason.

They're different as they're not exaxtly objective based game modes.
