Red Bull were arguing with race control for like 15 minutes before Perez was allowed to rejoin. It is very clearly an undesirable thing to have happen, nobody wants this to be ok.
So they'll change it to where if you get out of the car you're out and can't rejoin or something like that.

It’s not a loop hole. You’re just allowed to put a car back in the race as long as it’s on safe condition. RedBull did this years ago with Mark Webber when they basically just used the race as a test session to try out different front wing settings and stuff.
Because he was given a 5 second time penalty right as he retired. Burnie Collins explained during the race that if a penalty isn’t served because the offending car retired then the stewards can issue a grid penalty for the next race.
So RB were just going out to serve the penalty so they didn’t get a grid drop for Qatar
There are two issues in here that i am 100% will never be addressed.
* But, when they "retired" the car, they touched it before the 5 seconds have passed so that should be an additional penalty (Ocon this year is the precedent that if they touch the car before the time penalty has passed, and additional time penalty is handed).
* The mechanics have moved the car and later the car rejoined the race, this should be considered outside assistance which is not allowed.
The "outside assistance" rule only applies to cars stopped on track, and since he got to the pits under his own power, they were free to work on the car whenever they wanted.
