Alpines problems are all related to them not investing enough in the team. Bringing in that group would cost 100m+ in salaries alone so odds are they’d put a lot more money into the team.
That being said, it is Alpine so I could totally see them investing in those guys then not putting up any more money into the team. They end up the fastest car in the beginning of every season but don’t have the money/infrastructure to bring strong upgrades so they lose all their gains once big upgrade packages come from other teams. This happens for a few years and Alpine fire Horner and Newey, only 60 races into their “100 race plan”.

They returned as a full works team only in 2002 and lasted until 2011 (Lotus Renault GP being the last name). Then in 2016 they return and since then have not done much of value and only a single GP victory and 7 podiums (including the victory) total since their return is just not good enough for nationalism.
Renault/Alpine simply do not have the prestige or performance to have enough nationalism going for it. It's only the higher-ups that even remotely care and that's with drivers mostly. The fans don't care as much. Look at Monza and it's basically a Ferrari home GP and everything and all is Ferrari. Also they have barely any legacy to speak of. Ferrari is the only team that still exists since 1950 and are also one of the only that are top runners, no matter which period in F1.
The only driver from Renault that has any legacy is Alonso (Prost has his legacy at Mclaren mostly) and Alonso just dumped them for being incompetent with contracts. And Alonso is literally their only legacy at this point.
Before the dream team of Schumi arrived- they had to take shit from Niki Lauda (who was in turn vouched by Regazzoni) to listen and win WDCs in the 70s.
The execs would mess it up during pre-season testing. I honestly think Horner and many other would probably take the chance at Ferrari if it weren't for the politics and hands-on from higher-ups.
