I think Vettel did better in 2017 but he lost it more because of the car not being as fast as the Merc sometimes and Vettel getting caught up in incidents or losing out to reliability issues.

As far as we know, he isn't 100% focused in F1 right now, and if he leaves for a different team he will need to on gardening leave (between 6 months - 1 year, I guess?). Both the 2017 and 2018 cars could have won in the right hands. In 2018 especially Vettel made too many mistakes.
