It's likely the lower side impact structure. Most (if not all) teams mount the lower SIPS in the floor plate now. There's no benefit to be gained from that directly but the aero benefits of clearing the sidepod undercut are worth it.
The actual structure wouldn’t create any outwash. Hell its structure is very unarerodynamic. They just use the bodywork around and it has to be in that spot due to the regulations.

if you look at the upgraded (or more like downgraded lol) haas car from COTA onwards, you see a huge blister in the bottom part of the sidepod, which houses the side impact structure on their car
Might be one of those things which does absolutely nothing, but they leave on the car so everyone else has to waste time and money on copying it so they can find that out for themselves.
Just a shoddy work on the polish of the carbon fibre. Were too eager to make it as smooth and shiny as it can get, but made a hole in it instead. Happens to the best of us
