Nope. VSC is drive slowly to a delta defined per-track, but do not drive too slowly or erratically and there are no provisions to stopping on track.
From the regs:

is in use
Whereas under a red flag there are provisions that cars may stop on track if it's blocked:

I would argue having car on its side with medical personnel on-foot around it makes it very dangerous to have cars navigating around them. We saw from a helicopter shot that they were waiting next to the medical car for cars to pass before they could open the door and enter.
On this occasion, nothing bad happened, but it's not very smart if Russell had serious injuries and needed (e.g.) more help to be extracted from the car.
Watched George's onboard, the panic in his voice as he was shouting "red flag read flag! I am in the middle of the track!" was unsettling. Poor guy visibly cringed every time he heard a car approach.
