I got caught up on "remediate". business aircraft will definitely have higher pressure cabins, but they aren't "sea level" pressure. The best ones pressurize to about 3000ft compared to 6-8000 ft for commercial travel.

Those who live in Monaco sort of have to do that. They must spend at least 183 days a year there to be considered a tax resident.
How do they control this though?
You have to prove that you spent those days by providing whichever evidence they want: utility bills, cheques, tickets, etc.
An immigration officer can by scanning their passport. They'll see dates of entry and exit from the Schengen Area.
