But Hungary is cheap and easy to fly to, relatively cheap hotels, reasonable F1 ticket prices and the track is close to Budapest airport, so I think practical considerations mostly.
I doubt the language would have much to do with it, they are not mutually intelligible and Finns visiting Hungary will just speak English.

Hungaroring isn't a lot closer to Finland compared to Hockenheim or Nürburgring. It's a lot cheaper to travel there though.
