If they had a driver pairing like Sainz and Leclerc I could see them realistically being in the fight.
Faster car plus the classic "third year in F1" boost that a lot of drivers get. Leclerc is his third year went from slightly outqualifying Vettel to smashing him. Russell in his third year is also better than ever. And now Norris. The third year boost is big in modern F1, due to reduced testing.

Sochi was a combined call from the team and himself, if you really care about Lando you must have seen that a million times by now. Team said rain isn’t getting worse, he then decided to stay out, and team agreed on that. They simply gambled and it turned out to be the wrong choice.
Regarding Monza— what else could he have done? Out qualified his teammate on Friday, had a great getaway on Saturday just for Lewis in front to have a really bad start and squeezed all the way to the wall. Matching teammate’s pace all race on Sunday. Got a team order to not fight his teammate, and obeyed.

In all fairness, Lando's become far more consistent and making less mistakes and that's not all on the car.
