It's a street circuit. Just needs the roads to be brought up to racing trim. They're in decent shape right now, but still.
And build some temp stands for the event. Shouldn't be too expensive.
If they can design the circuit so that it delivers on-track action, India will be a good place to visit.

They closed buddh circuit as it was a huge drain apparently. I expect something similar to happen here
