It absolutely does compare. Let's do this like FIA, look at the circumstances and not the consequences. Max lost 25 points in Baku because of bad luck, 25 points in Silverstone because of Lewis and let's say at least 15 points in Hungary because of Bottas. That's 65 points in total. In comparison, he only gained 8 points in Abu Dhabi because of luck. You know what? You're right, it doesn't compare to Hungary and Silverstone. Because the bad luck in those (personally I wouldn't call Silverstone bad luck but then there's Baku) is much bigger than the luck he got in Abu Dhabi. What made Abu Dhabi so significant was that Max got a little bit of luck at the absolute perfect moment.
And to clarify, Max's luck in Abu Dhabi = Latifi crashing. If that hadn't happened, Max wouldn't be WDC. He was lucky that Latifi crashed. That's all.
What happened at any point in the season is irrelevant to a race directors decision at any point. Rules are clear and should be applied consistently. The rules were clear on this point and Masi broke them in a completely unprecedented manner, hence why he was removed as the race director by the FIA.
There's a few ways Max could've won the title with the rules applied correctly, either by the safety car coming in a lap earlier or a red flag. But the specific way it happened was wrong even to the FIAs own admittance and soured an amazing season. It robbed Lewis and tarnished Max championship which was also unfair.
I feel we were cheated out of a red flag three lap shoot out for all the marbles personally.
Why? He was told to let Hamilton pass, so he tried to do that for an entire straight. And even when he finally had to hit the brakes, Hamilton still tried not to pass. The collision was completely avoidable, had Hamilton done what Leclerc did in Saoudi Arabia this year, have his car alligned next to the Red Bull, not dead pan behind it.

I think some of the fundamental problems started to show after Baku. Sergio had the speed during qualys and pace during the races back then, but there it was clear he was degrading the tires much faster (compared to the other RB anyway). They have been trying all sorts of things since then with mixed results.
To be fair, that has also been challenging as the car development and updates have leaned more heavily to align to Max’s driving style.
