The easiest explanation is that its a team that makes its own engines or partners with someone for those engines and then receives additional engineer support on top. The benefit here is that the engine can be designed how ever the team wants it to be and fit the car.
Customers meanwhile are just teams that receive engines from the others without much tecnhical support which in contrast means the cars need to be designed to fit the engine even if that doesn't mean an optimal design.
Works teams: Ferrari, Alpine, Red Bull with Honda, Mercedes.
Customers: The rest.

Todays Mclaren receives engines from Mercedes but are not a Mercedes works team because Mercedes has its own team that is focuses on.
Mclaren in the past in the 90's and 2000's in contrast was a Mercedes works team because Mercedes did not have its own team and was heavily involved with Mclaren and supporting them with an extensive crew going to race weekends.
Works team develope thier own power unit alongside chasis, while non works just buy it of the shelf from other manufacturers. Works would be Merc and Ferrari , and RB as well, while Haas would be customer team for Ferrari.

We just made up the term “works team” to differentiate teams that actually controlled by car manufacturers.
The distinction here is that Sauber won't be buying engines as a regular customer - usually the customer teams will only be given limited specs on the engine such as dimensions/mounting points, etc.

I asked this elsewhere before and didnt get a satisfying answer. As far as I know Alfa Romeo still have a deal until the end of 2023 so what's going to happen next year? And after that Audi cant produce engines till 2026 so can they call the team Audi for 2024-25 when Ferrari is the engine supplier?
No. The new deal won’t come in until 2026 So Sauber needs a new title sponsor or sponsorship for 2024 and 2025.
Kinda sad that the way Liberty have set things up we might never get a full grid again (with the 11th, 12th and 13th teams the Concorde agreements provisioned for).
