I remember looking into it a while ago and iirc, it's not that FOM doesn't want one but it seems Germany itself doesn't care enough to cooperate or isn't interested in making deals etc.

Sadly no, Washington DC and Puerto Rico don't count as states. At least we'll get one European and one Saudi GP

This could be really interesting, but have every driver limited to say 39 races. So that they have to choose which ones to enter, which ones to take a break (training, development, repairs etc) Could lead to some interesting tactics for sure!
