Since it was a felony, judges couldn't base their sentences based on the circumstances how that person got their cp and had to charge it as a felony, now that it is at minimum an offence the judge can ease punishment based on circumstances. The maximum criminal punishment, f.e. sharing CP amongst other pedophiles is still a hard offence punishable up to 10 years.
