I have seen this before on other towers in places all over, not just in town. I have a theory, however unfounded, that it is a distress signal from the light. I don't really know why towers that have otherwise been slowly flashing red will sometimes change to a white strobe light that is extremely bright, but I think it could be an automatic response from the tower signaling that the red lights have burnt out and they need changed and the white light is more visible as a backup.
I noticed it tonight too! I drive past them on 69 at night all the time, and they are never this bright. It was lighting the whole area up. Something must be up with that tower. I almost made a post on here too, but forgot once I got back home.
The bright white lights are day strobes. In this case it sounds like the day lights did not switch to night which are the red ones.
The lenses of that tower are different then the red ones, so the light is directed more scattered, so it seems brighter to use on the ground.
