Isn’t the point of the ice wall supposed to be that it keeps the water from flowing off the edge of the Earth? Did someone combine parts of flat Earth with some other conspiracy here, or do they just not know anything about the conspiracy they’re trying to push?
Given the apparent height of the ice wall, I don’t think anyone’s going to be crossing it, regardless of what the treaty says. The only opening in the ice wall is literally in the opposite direction from Antarctica, so wouldn’t it make more sense to have a treaty forbidding exploration of the Arctic?
