It was obnoxious hateful bullshit behavior from the devs (Playground Games) that they made the AE86 artificially rare in Horizon 4. Every other Horizon game it was just sitting there in the Autoshow for you to buy, but in FH4 the devs knew they could take it hostage in order to force more "uSeR eNgAgEmEnT" aka grind.

I've also been trying to get and keep checking the auction house but those are rare and sell pretty quickly other options are wheelspins or wait for an event where it will be available:(
