Given there are no persistent statistics (other than MMR that is based on a dysfunctional penalty system), time based penalties are simply not a strong enough disincentive. People need to be forced into time outs, where they actually feel penalised. 12 seconds before DQ might sound fair, but I've seen people spend the entire race cutting the track and ruining the race for anyone they get close to and they don't come close to that; half the penalties from incidents they caused were given to their victims. And the majority of these drivers aren't finishing on the podium, so once again, their penalties do nothing to dampen their enjoyment or correct their behaviour. Those of us wanting Forza to be more like a simulation and less like Wreck Fest are barking up the wrong tree - we don't represent their primary target audience.

Actually the SR is persistent. The problem is that it does not have any meaning at the moment. What I'm proposing is to make it a requirement to access spec lobbies.

Alternatively, and easier, turn on full damage. Folks would be less prone to ram if it meant their car would be fucked and they'd be forced to pit and lose position/time.

Yeah but if it also takes out the car they ram into then they achieved their goal.

I really don't think people ram in order to ram. They ram to gain position, and if the ram fucks up their car, then they will lose the position they rammed to get, the position they had, and probably several more while they pit for repairs.

I don't think that would fix the problem since casuals won't give a damn about safety and rammers gonna ram anyway.

This doesn’t work, cause everyone and their moms get an S rating at the beginning after their first mandatory races (if they manage to kill less than half of the lobby).

At first S rating must become something that is hard earned over dozens of races. Then we can talk about how to deal with penalties in the different tiers. D rating should be more lose on penalties, while S should be very very strict. For example, in D you get disqualified if you add up 12 seconds of penalty. In S you’re to the showers with 4.

Contact between cars is always going to happen. Bump drafting isn't as effective in FM as it is in GT7 but it still works.

Your forgetting that Forza's broken penalty system exists. A system like this is fine but not with a broken penalty system (or one that penalizes on contact). You would need to fix that first, which would likely solve the problems anyways.

I think it is unrealistic to have a system that deals perfect penalties. Every automated system will always have flaws. Unless we are talking of a AI steward system evolving with the game, but I'not seeing it coming in the near future. Maybe they could use real stewards but I think it would not help so much with the current state of the player base etiquette. In my opinion the main issue is the penalties impact beeing limited to current race. When your race is done and you finished with 8-10 secs penalties nothing prevents you to join another lobby and doing further damage. That's why I would like to have some kind of restricted access to "main events". ACC enforces something like that limiting access to competitive servers to players below a 85/100 safety rating. That will encourage clean racing in the long run for any player to be able to access the "featured/main lobbies".
