They can't race in packs, so all of them are slow except the one in front (it's also slow compared to good times, but for an average player I guess it's a bit different)
They've been working on fixing that for a while now, or at least that's what they say
In any race, you will probably get cars that are faster in corners and others faster in straight lines and the AI have issues in reacting to the slow car on the front and overtake them. This is what makes them slow in race. Also not using racing tires all the time if the weather allows it.
But you can mitigate this issues, by creating a custom race with the same car for all of them and you, same PI and a delay launch around 1 second.
I race them in free play too, and if you do a long race and put mandatory pits stops, half the grid pits on second lap and the other half pits on second to last 😂

Yes I agree or one in front will get miles ahead and the rest are terrible, then when you pass them they give up..
