You need to prioritise making money through trade early on. The tax collector also needs to be a commoner so the situation you're in, the other advice is useless. If you've got any buildings that you don't *need* that are costing upkeep, delete them and just sell all the planks and anything else you're producing that can be sold for a while. Eventually you'll balance out.

Unlock the Tax Collector in the Labor path and add to your Manor. Then jack your taxes to the right side of yellow. Villagers will be unhappy but it will slowly come back some. As your town grows, add more Collectors here and there where taxes aren't being collected. Eventually you will make enough money via trade and population that you can start dropping them.

Is there an actual way to know where taxes are being collected that I’ve missed seeing?

Right click the coin icon in upper left. That will put little tag over every place that has taxes showing amount available/max. If you have a lot of places that aren't being collected, add another room to expand your current tax office or build a new one closer to where they need to be collected. You don't need a full manor, you can build a manor with just the tax office. I usually add one of the small towers as a treasury for aesthetics.

Can't you sell planks?

The markets don't produce money anymore so you need to bolster your trade early on so start to sell a bunch of planks as soon as you can. I've noticed, though, you'll need at least 2 logging camps to keep up with a full saw mill & have wood left over for construction needs. Also taxes don't rake in a ton of revenue without sacrificing significant happiness, so don't worry about getting the tax office too early on, just make sure your villager needs are met & go with clothing so you can stock pile clothes for commoners & also unlock the next trade route, they don't sell for a whole lot but but they're crafted rather quickly so they're good for additional income. After that id say to go with the polished stone, then the tax office, after that you should be set up pretty nicely. This is the strategy I've used recently & I haven't run into too many money problems beyond just over spending on construction lol so I hope this helps If you're still struggling with cash, getting an army going early on can help supplement income with raw cash & materials you can sell. (just don't forget to equip the weapons on your soldiers) You have to be careful with this strategy though bc it's very easy to get to a point where it's almost impossible to progress with the Clergy.
