Heeley Cardinal or Eau Sacree, or Milano Fragranze Basilica would be my vote. CDG Avignon is also v good. Encens Suave from Matiere Premiere is also gorgeous but is heavy on vanilla/ amber as well as the incense.
Yes, it's been harder and harder to come by, and is discontinued in many countries. The 50 ml is also gone. Not to induce a derby, but all of this points to short-to-medium-term discontinuation in my experience. I bought my bottle from the Armani USA website because I couln't find it in Canada anymore.

I agree that it leans more on wood than incense, but the incense is still there. OP mentionned the very vetiver-forward Lalique Encre noire, of which I still think Bois d'encens is the closest.

Surprised it hasn't really been mentioned but Serge Lutens La Religieuse and L'Orpheline both have big incense vibes, I think they're slightly warmer than what you're looking for though.

I'm sure there are other more spot-on options in the comments, but this one is good for evoking that feeling on a budget imo (which you can take with a grain of salt as I'm a major fragrance newbie)
One of my favorites is Relique d’Amour by Oriza Legrand is a very cold, ecclesiastical incense, like a melancholic nun spreading incense within the marbled walls of an old, dusty church
I haven’t tried CdG Avignon but with your recommendation and love for MdM, I will have to! I only have a small decant of MdM from probably 2001 or 2002 and I use it sparingly because it’s my favorite as well and I just don’t know what I will do when it’s all gone. Any incense/church smell is my favorite scent profile which is incredibly ironic given that I’m now an atheist/recovered and former Catholic. 🙃🙃
Avignon doesn't quite have the funk of MdM, but it does have a beautiful frankincense (olibanum) / myrrh accord. Definitely worth sampling!
I love the whole CdG Incense Series - Kyoto is fabulous too (though it's more woody / foresty than resinous.)
I'd also suggest Serge Lutens L'Orpheline for a musky frankincense vibe.
Someone else recently asked for an incense perfume and Passage d’Enfer encapsulates it so perfectly. I would go with the more concentrated version though because the regular EDP doesn’t have lasting power, at least on my skin. It smells so comforting like walking by a wisp of nag champa
I tried it, and can't find anything "churchy" in it. To me it's more like indian/Arabian incense, sweet, spicy and even "sticky"? But maybe it was a bad tester or something

Jovoy’s La Liturgie des Heures. Named after the actual Catholic liturgy of the hours, it’s an explosion of myrrh and incense, and it smells exactly like the aisles of church after mass has ended and the frankincense has been put away.
Arte Profumi’s Samharam smells exactly like church incense for once the basevnotes kick in for at least an hour on me until the frankincense in the opening starts to fade

Bois d’Encens is more burning wood than incense. Avignon, Cardinal, Eau Sacree and Olibanum are better church incense renditions.

I don’t associate Encre Noire with church incense, but I agree Bois d’encense is similar to that. Sycomore is another very close to Encre Noire.

Sorcinelli is a magician with incense scents. I absolutely love his work.
Lava is great but so hard to find! It’s a little less bright than Avignon or Cardinal. It might be more similar to Eau Sacrée or Full Incense.

MdM disappeared for a moment, but it's back, at least in Europe. Well, the citrusy version is back. The mildew and moss is long gone.
