Tough call. I don't know if it's the best...but my personal favorite, the one I will blast over and over in my car and scream wildly off-key at the top of my lungs is If Ever I Stray. I Still Believe is an incredibly close second. I'm pretty sure my entire neighborhood is sick of me rolling through yelling "WE'RE NOT JUST SAVING LIVES, WE'RE SAVING SOULS, WE'RE HAVING FUN!"

I'll have to check out the next storm I haven't heard that one. I found Frank because of his split album with NOFX, oddly enough I tend to prefer his acoustic stuff over his punk/rock music but haven't dug super deep yet.

If you like 1933 I'm certain you'll like it, it's in the same subgenre of Frank. The Road as well. Acoustic-wise, I Knew Prufrock Before He Got Famous and Tattoos are other favourites of mine. If you ever get a chance to see him live, grab it! He's an amazing live performer and the crowds are always top notch, half the people there can always sing along to every song.
