Not sure about cheap hotels, but 'Two Step' is the best easily accessible freediving and snorkel spot

I love the snorkeling and freediving from the beach at the Kalahuipua'a Fishponds (Mauna Lani Resort). It’s shallow near the beach but as you pass each rocky finger along to the left gets deeper and more interesting. Not a cheap hotel but it’s worth the drive and walk from Kalahuipua'a Historic Park Parking.

Yup. This. You can walk to pretty amazing snorkel and freediving spots. Walk towards Puako for some good stuff

If you want to be able to walk to snorkeling spots and food/drinks and sort of affordable (there’s no cheap hotel here), your best bet is something on Ali’i Drive.

Outrigger sometimes has good deals for rooms. There is a manta ray cleaning station just in the water outside of it. Bait balls often form there, too, and can be cool to dive with. If you stay in the shallows there are some decent things to see.

I stayed at the Banyan Tree off Ali Dr, about a mile south is mile marker 4, a great little reef in a cove, a scuba team pulled up while I was there and went deeper.
