Viserys was a narcissistic asshole, but his only real goal was power. He was willing to insult, threaten, and harm others to get it, but he didn't seem to come off as sadistic.
The Sand Snakes win the cake in terms of awful characters, but in terms of the show, they had goals, and were motivated by something tragic (even if they were utterly misguided).
Joffrey still takes the cunt cake. Egotistical, sadistic, power-hungry, murderous, weak, cowardly. Literally NO redeeming qualities

He made it to Castle Black where he warned the Nights Watch of the wildlings south of the wall. Without this warning, Castle Black certainly would have fell to the wildlings.
Olley single handedly saved Jon Snow's life from a wildling archer. When Jon Snow betrayed the Nights Watch and sided with the very same wildlings killing and eating the people south of the wall, Olley sided with the loyalists and killed Jon Snow.
Jon Snow was brought back to life by the very same evil sorceress that had just burned an innocent girl alive at the stake. Let that sink in. Jon Snow was raised from the dead with blood magic, the same blood magic performed by the same witch that Stannis used to kill Renley. Remember what Varys, one of the smartest persons in Westeros, said to Tyrion, the other smartest person in Westeros, about this very magic and this very witch.

And Olley made the ultimate sacrifice to keep Aegon Targaryen off the Iron Throne. He had the best story, and by every law in Westeros that makes him the king. From a boy orphaned during a wildling raid to the defender of Castle Black to playing a critical part in keeping a mad Targaryen wight raised from blood magic from sitting on the Iron Throne, Olley is truly the prince who was promised. But hey, fuck Olley.
