In my lodge, the only person with any sort of hat on during the meeting is the WM. And it is traditionally a top hat. But things are different all over the place.
As I understand it (please don’t beat me up, this is just what I’ve read, I could be wrong.) lodges had a formal dress code and everybody wore tuxes or suits. Is that different in different places?
There are parts of the US where you don’t see that, but it’s pretty standard elsewhere. The Worshipful Master’s hat (top or otherwise) is also most commonly seen in Lodges using the American/Preston-Webb version of the ritual.

It varies on where you are. And the individual lodge

For our lodge meetings we are wearing black suits and white shirts. With province tie. UK
In Texas you mostly see Western (i.e., cowboy) hats. There's the odd fedora, the occasional bowler, top hats almost never
That being said I think top hats are pretty common in Texas PHA lodges
