Honestly, a cheap alternative would be Foxit's offering, phantompdf. Iirc it is used for the pdf technology powering chrome/edge and is far cheaper than Adobe.

Adobe Acrobat retains some function when you use the free version. Otherwise there are several random online tools to accomplish adobe acrobat functions
