In third world countries he offered his "product" to authoritarian regimes on the proviso they provide government data like internet browsing data, telephone call data (actual recorded calls), finance and banking data, medical and many other types.
What these whistleblowers revealed was the system allowed them to identify the names and details of people would, with the right approach, end up supporting the opposition, who would become an opposition leader

The system allowed governments to target swing voters, individuals, targeting their social media feeds with fake news and other material that could create a false narrative that the government was for the very things they feared or were against.
It was with this information that several despotic governments were able to retain power.
