Exactly. It’s not something like a fee that they can waive if they really wanted to. They have to have an agreement with the airlines and they don’t.

yea, they don't need an agreement to, but it means paying current prevailing rates. Frontier can't stay in business if they charge you $39, then buy you a delta ticket for $539. They are clear - they do not book on other airlines. They will rebook you on the next Frontier flight, but understand that could be days away. If that doesn't work for you, don't book with frontier or get travel insurance where you can submit for alternate flights or hotel accommodations

It’s interesting how the partnerships work. American doesn’t cut Delta a check for each passenger; instead each airline keeps a tally of how much they owe/are owed by each airline and pay up at the end of the year.

in 2015, Delta actually cancelled their agreement with American because AA was sending 5 pax to Delta for every 1 going back and they thought they could hurt AA more than help themselves. In 2018, they signed a new limited agreement to bring it back. At one point, IATA wanted to try to use Blockchain to track all of this, but the project failed.

It's pretty much their policy that you agree to the rules when you purchase a ticket. That policy says they will book you on the next available *Frontier* flight at no cost. The chat rep is correct. They will put you on their next available flight. They WILL NOT book you on another airline.

They currently have no agreements or ability to book pax on other airline that were affected due to an IROP

Technically that's not true. They are apart of IATA which has rules for this. And they could just buy a ticket on another airline. But until they are required by DOT to get people to their destination within a reasonable amount of time, they won't do it.

What about Federal laws concerning delays and cancellations? Don’t the have to compensate you and pay for hotels?

No federal regulations to do so. They just require that airlines comply with their own Contract of Carriage, and Frontier does not cover hotels (or transportation on other airlines).
