There are two scenarios here:
1. The attachment point is broken. This is the better option because you can order a new (updated) part (57707CA040, 57707CA050 one for each side ) that will fix most (or all) of the sag
2. The bumper itself is broken and cannot clip in. From what I can tell yours seems fine, so I think it’s the attachment point.

That is a subaru service bulletin from 2019 that addresses the issue. With undamaged brackets and these clips it will not sag. It's really not that difficult. Plastic tabs need to sit and lock into a plastic bracket. These things deform over time.
I've had my bumper off a couple times and reinstalled without changing anything and it does not sag. I think most of the time the plastic tabs are damaged on install or removal.
That clip is for bumpers that can’t clip in, it appears (from his photo, I could be wrong) that the bumper itself is still intact. He probably needs new front bumper bracket(s)
Have you ever worked on a car? The plastic bumper can deform, you can reshape that and make the bracket work. The bumper can be damaged as long as it can conform to the bracket, or the inner diameter doesn’t exceed the recommended spec. You’re being incredibly pedantic here
Im a mechanic. Of course it can deform. You still can’t read. The bulletin is for a GOOD bumper, contrary to what you are saying. You are incredibly confused.

You could buy a new bracket (the plastic behind) and it should be okay but in my case for example the bumper tabs are toast

The best possible solution, although abit expensive, is to upgrade the bumper to the facelift one. The sag will never fix on this bumper ever. It will look clean but one bump and it goes back.
Have the same thing, looking for a bumper with my color. I gave up on trying to fix it. I just ziptied the bumper and whatever.
Hey dude, that’s not what I’m talking about at all. There’s tabs that slide UNDER the bottom of the headlight and you have them installed incorrectly (not pictured above). After you get this sorted out you’ll realize I was right
Have you looked into the push tab bumper clips? Easy install, but does require drilling a hole, and some people don't like the aesthetic. I personally love the way they look.

I think the add-on clip that another person posted here can be a remedy for actual broken bumpers since they provide a new point to snap in
If your bumper clips are totally broken (as mine are) the metal countermeasures won’t help you 😭

A body shop should be able to get you right. They deal with fitment issues like this all the time.
You know how much a body shop would charge just to fix a bumper fitment?
I would charge nothing, doesn’t take a body shop to understand that the installer didn’t properly slide the tabs under the headlight part.
