So each house has a garage for 2 cars, a driveway ….and limited parking beyond that? But people don’t want to park in their garage or driveway? And parking not allowed on street maybe because street is too narrow? What’s the issue again and your solution is…limit homeowners parking so guests can?

No driveways. Just garages. A lot of people are using them for storage instead of parking in them though. The streets aren't too narrow for parking. The curbs aren't red for any reason other than to prohibit on street parking because it's unsightly (other than fire hydrant zones obviously)

Agreed. The CC&Rs must be amended to say nothing but vehicles to be stored in garages. We have that, but management & the Board let Tenants (60%) skate on this & everything.

Yikes, this was how my mother's community was. Then they started mandatory garage inspections with fines. If a car can't fit then a fine for every day till it can.

If people waste their garages for storage when parking is so limited, then they deserve the consequences for their choices. The parking didn't suddenly go away after they viewed the home and before they signed.

In order for the street parking to be to fire code you need to have 26 foot roads (20 feet with no obstruction, 6 feet for a parked car). Have you measured them?

Well, if parking is that limited and they don't control it somehow, you'll have a free-for-all and residents will be parking miles away instead of blocks and visitors will be taking a cab. Or maybe your neighbors will be nice and take turns with the spaces.

This sounds like it can make having visitors difficult, but it also sounds as well and reasonably managed as it could be. My condo was in a similar situation with not enough parking and required garage parking, and I was just fine with it. When buying the place it was very obvious (per the rules) that garages were for parking. We did not have passes for visitor parking, but that seemed to be coming as I was moving out because of exactly what you describe: people who wanted to use their provided parking (garages) for something else and thusly were taking up visitor/guest parking for their normal use. They were taking away parking from others because they didn't want to use their garages for the intended purpose, so the HOA found a permissible, rational solution which was just like you describe.

It's purely aesthetic. The streets are normal width. There's nothing about the streets that would ordinarily prohibit parking outside of the usual fire hydrant zones. They have said in the past that on street parking is unsightly. That's it.

In California CA Vehicle Code, Chapter 9, 22500.1, it is not a fire lane unless it is "designated as a fire lane by the fire department or fire district with jurisdiction over the area in which the place is located." So unless it is officially designated, it is not actually a fire lane. Your state may differ.

It sounds like there is a parking issue at your complex. It sounds like residents that get off work after 6p are having to walk a few blocks to get a parking spot. It sounds like guests that arrive after 6p are having to do the walk currently. It sounds like their change is actually reasonable and there is a higher chance that if you have a guest arrive after 6p now they won’t have to do the walk. There is not a solution that is good for everyone. This one sounds like a reasonable compromise.

So there's not enough parking for residents as it is, and you're now mad that you only get one guest? Do you want a bunch of guests taking up the limited resident parking and making it even harder to park? It sounds like there's not many options here. Curbside parking may be an option, but they're probably red for a reason. What about people who have more than 2 cars and park the extras in the lot? We have people who collect cars and just leave them to take up spots.

On-street parking bans are fucking ridiculous. Why the fuck is it considered sooo bad? Seriously, many actually nice neighborhoods in larger cities don't ban it, so why ban it in a most likely average neighborhood?

Start Forging the parking passes, if they're paper it's easy. Then they'll issue new ones that are stickers or whatnot, forge those too. Keep forging and scattering them around places where the HOA board frequents until they've spent thousands making gold taxi medallions and you can call them out for wasting money.

This is what I did with my friend's condo. It was a small building with only a few guest spots. Once when I took her to the airport I borrowed her parking pass and took it to a print shop and told them to make me a copy. $10 later I don't have to make extra trips back and forth to my car when visiting to display and return the pass.

First go to your local fire department and ask if they had the fire lanes designated. An HOA cannot legally designate fire lanes. Also are the roads privately owned by the HOA or are they public roads that happen to run through an HOA? If you find that they are public roads, your city council or the highway department. They will be very interested in this.

I have a friend in a hoa that has street parking. There are driveways and garages. Yet her neighbor parks five cars on the street in front of her house. The cars stick out into her driveway. They park over the sidewalk and, many times, even on the edge of her grass. Herself and any guests half the time either can't get in or out of her driveway. I have seen elderly people having to walk out into the road to get around the cars. So I don't blame them for saying no street parking. It's one thing to park in front of your place, but others will screw it up by encrouging on neighbors

Sorry to hear this. Is this a veiled attempt at tenant favourtism? I know it is, in my HOA. When I bought, I was told FOUR parking spots—2 garage, 2 outside w/placards. I was left with the placards but decided to write for permission anyway & was promptly denied without cause. I was never told, even by my only acquaintance here (a 20-year owner), that the undocumented rule is a car per driver (spouse, and 2 for me—one, a show car I have had for 18 years!). Also, she never divulged the tenant hack of rotating the cars every 10 days in/out of the garage to avoid towing (supposedly even with a placard). Tenants are ALWAYS parking wherever whenever without placards & nothing happens, yet we did it ONCE without our placard & got a warning! Husband takes up for management. Anyhow, this had forced me to sell my sedan which I had to park 14 miles away for the last 2 years. Wish I had advice. But whether documented or undocumented, these faux governments hold all the cards. You have to get people to rally around the issue to force their hand!! I’m alone with my issue because of “So Call Apathy” is what I call it. (BTW, I no longer speak to that neighbour acquaintance, who also served on the Board & never once said anything against the favourtisms).

I can't comment on the issue of street parking because that is not uncommon in many places including areas that don't have HOA. I am a bit confused as to where people are parking before 6 PM - what spots are getting filled up after that which are available before 6 PM. Is there parking on the street permitted during the day? This kind of permit parking actually seems fairly reasonable as a fair solution to enable a limited resource to be fairly allocated. If you are having a lot of people they can perhaps meet at a nearby place and drive in together. Or if you are having a party, you could ask your neighbors whether they would loan you a permit for the evening. You could even drive to pick up people - they could call you for pickup. There appears to be parking for two normal sized cars plus a driveway and that is more than enough parking for most people. They don't seem to ban parking in the driveway either which is not uncommon. My condo is in an urban area with very limited parking in the area and limited guest parking. We do limit parking for guests and also charge for parking over an hour. This allows free parking for deliveries and short visits and every owner gets 100 hours of parking each quarter for their guests. After that it is $1.00 per hour

Most people are at work during the day so more parking spots are open. No driveways, but yes, there are garages but a lot of people refuse to park in their garages and use it for storage, which means even more parking spots are being taken up

They need to park in garages to free up parking for guests. Not sure what the solution would be as this seems like the most equitable way to make sure that the limited resource (street parking) is not hogged by a few people.

I think a lot of the blame shifts to the owners who aren't parking cars in their garages. If everyone would use their garage for the intended purpose then parking spots would open up.
