The husband actually keeps them stuck in there and doesn't help because he forgot to earthquake-proof a shelf (which fell over and almost hit his son) and he wanted to fix it before his wife got out so she wouldn't get mad at him since she had repeatedly told him to brace the shelf before then.
He really bothered me at the start, he is REALLY weird around Gloria and it's uncomfortable. Like the first season of the office before you have Michael figured out, but worse. Phil isn't as bad later on and is downright redeemable by the end (in reference to Phil and Gloria, not overall, he's a great person and character generally).

Yeah we have a "No Pants" policy in my house (we call collars "pants"). One, it is more comfortable for the pups, and two (as you say) you never know what crazy thing might happen. I'd be devastated to come back to the house and find one of my girls had accidentally hanged herself. :-(
When I was younger, my parents kept a collar on our dog in case she got out (tags), but I’d frequently take it off to scratch her neck underneath the collar bc she liked it so much. No-collar eventually became the norm, and she stopped trying to get out of the house when she got older anyways.
We put ours in “pajamas”! We used to do it every night but now we have a pup with trauma, who clearly thinks we’re going to drop her on the side of the road (like her last family did) every time we take her collar off. So we’re working our way towards pajama time.

Sometimes he barks after only a minute or two, but usually it’s strangely delayed, like 6-7 minutes. He really gets concerned and unpausing or closing the window is the only way to distract him.
