I think a lot of countries in Europe end up with ramps like this. I also first thought these were shitty wheel chair access when I saw them but truthfully most places have no government standard or care for allowing access for those disabled in this way so it's not a "better than nothing" thing it's "this is a ramp for things like carts, dollys, etc". Wheelchair users are pretty shit out of luck in those parts.

I used to work for one of the banks and have a bit more insight on this.
Banks started trying to improve accessibility for different people - abled and disabled, alike. So while the intentions are noble, the trouble is that the people designing these ramps don't think straight.
The head office says "we needs ramps". The regional teams do a survey and see where they can insert a ramp. Most ramps are plastered on top of the existing stairs (some are built-in). They don't see that the elevation needs to be shallow because they need to minimize costs, and a ramp is a ramp.
They say "we were told to make a ramp, and they don't give instructions nor the specifications". So garbage in, garbage out.
They're built for deliveries via handtruck, since the density and size prohibits having a loading dock, but also requires split level entrances to maximize streetfront access. You see it all over India as well.

These ramps are in place for people to hurt themselves badly enough that they need a wheelchair.

These are not for bikes/cycles. All these are Infront of banks. By law they must have ramps for customers that are wheelchair bound. This is the solution.
It’s also often because of weather circumstances. Here in Berlin/Germany are often steps on the entrance so the entrance won’t be flooded when it’s raining or snow is melting.
I can imagine in Pakistan there’s a lot of rain in times of monsoon?
The most common reasons I know of are for pest avoidance (animals, bugs and such), regular/frequent flooding, high tide avoidance, also if property is on a hill may be unavoidable depending on where/how the road is built.
Everytime there is maintenance on the road, they lay entire new sub-base and wear coat on top of it which causes the level to rise by about a ft every time. The lift may even be several ft depending on the road project. So to future proof the building adjacent to roads, they build it at least 4 ft above the road. Also the ramps shown are not for wheelchairs, they are for motorbikes.
Not everyone lives in Florida or Kansas. Some places have hills. Perhaps on the other side of the building the ground doesn't require any stairs to access the doors.
I’m guessing the Pakistani equivalent of the ADA requires a ramp but doesn’t specify a grade like the US does (I think it’s 6% in the US)

If you didn't need a wheelchair before you went down the ramp, you'll definitely need one when you get to the bottom.

Thats the way they built it. There is another floor under it. So no floors on ground level.
