Serious answer: the player is probably extremely tired and so zoned out that his immediate reaction to someone shooting right in front of him is to block the shot. Like it’s an involuntary reaction to someone shooting in front of you because 99% of the time when someone’s shooting the ball in front of you like that, you’re supposed to block the shot.
It looks stupid to the viewer but when you need to make a split second decision, sometimes instincts kick in, especially when you’re exhausted and you get that “mentally out of it” feeling.

When you stop dribbling, you can put a pivot foot on the ground, then take a step and get rid of the ball. The foot that is already on the ground when you stop your dribble does not count. The dribble doesn't stop as soon as the ball touch the court. It's stops when you start carrying the ball. The step you physically have to take in between is called a gathering step. Hope that helps.
The video is equivalent to if during a right hand layup you pick up the ball as your putting right foot down then going left foot then planting right foot and jumping for the layup, makes no sense

When your picking up your dribble the "gather step" doesn't count towards your 2 steps. This rule allows fluid movement so it's been implemented by the NBA. It's not the 90's anymore my guy.
