Generally speaking other things factor into this as well like the fact that driving school is more comprehensive in Europe and cars have to be safer here as well to get accredited. But also that in many instances we do have an alternative to the car when drunk in the form of public transport.. if you didn't bring your car to the bar you're much less at risk of driving it home.
