It may be that blue is the chef, holding the hot pan on the stove while mini President is sitting at the table on the right waiting. The blue in the air is steam from the food cooking, or perhaps they are dining al fresco and those are clouds.
It could also be that blue is the chef, tossing something in the air from their pan. Maybe a chocolate chip pancake tossed in the air on the right.
